21. APPROVAL OF TENANT LEASE AGREEMENT BETWEEN THE CITY OF NORTH PORT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDADescription
The School Board of Sarasota County, Florida desires to be part of the Family Service Center whose mission is to collaboratively integrate private human service providers and governmental entities to provide services to the North Port community.
The City of North Port owns a building located at 6919 Outreach Way, North Port, Florida, and the School Board of Sarasota County is interested in leasing a portion of said property.

22. APPROVAL OF AMENDMENT TO CONTRACT FOR PURCHASE OF PROPERTY, EASTSIDE CHURCH OF CHRISTDescription On May 20, 2014, the Board approved a contract for the purchase of property currently owned by Eastside Church of Christ, just to the east of Fruitville Elementary School. This action amends that contract. This amendment is necessary to reflect the proper name of the seller on the previously approved contract, and address several other minor issues. It does not alter the substantive terms of the contract nor impact cost of the property.

APPROVAL OF THE MIDDLE SCHOOL EXCELLENCE GRANT PROPOSAL TO THE EDUCATION FOUNDATION OF SARASOTA COUNTY FOR DISTRICT MIDDLE SCHOOLSDescription NON-COMPETITIVE: Grant funds of $470,000 will support college and career readiness for all students by providing two district-level program specialists who will develop and provide training to math and science teachers focused on implementation of state and national standards and the iEngage lesson design.

25. APPROVAL TO AWARD BID #14-0023 FOR ATHLETIC CLOTHING AND EQUIPMENTDescription Bids to provide 'Athletic Clothing and Equipment' were received from 12 vendors on May 13, 2014. The bids of Allen Sports Center, Aluminum Athletic Equipment Company, Ball and Shoe Sports Center, Hat World, Inc., dba Anaconda Sports, MFAC, LLC, Neff Motivations, Inc., OLC Team Sports, Pyramid School Products, Riddell, and Varsity Spirit Fashions were the best low bids meeting the advertised specifications. Reasons for not selecting the apparent low bid are included with the bid tabulation. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the schools' internal account and operating budgets.

CONSTRUCTION
26. APPROVAL OF CONSTRUCTION MANAGER RANKINGS FOR THE PINE VIEW SCHOOL-HVAC RENOVATION PROJECTDescription The project's scope of work shall include construction management services for replacement of the complete HVAC system and the renovation of all affected spaces on the Pine View campus. The project will be multi-phased. On 7/8/2014, the Professional Services Selection Committee (PSSC) met to select a construction manager for this project. The PSSC has ranked them in accordance with Board policy. The project budget is approximately $14,000,000.00. Funds for this project are available in the capital budget account.
Recommendation That the rankings of Construction Manager for the Pine View School-HVAC Renovation project be accepted as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

27. APPROVAL OF THE DELETION OF BUILDING #44 AND #47 AT VENICE HIGH SCHOOLDescription
The specified buildings are one-story buildings that are in the path of construction for Phase 2 at Venice High School. The demolition value of these buildings has been proven by the Castaldi Formula calculation. Funds for this demolition are available in the capital projects account.
Recommendation That the deletion of Buildings #44 and #47 at Venice High School, from the F.I.S.H. inventory for demolition, be approved as presented.

New Business28. PUBLIC HEARING ON UNIVERSAL FREE BREAKFAST PROGRAMDescription
Florida Statute, Section 595.405 (4), requires district schools boards to approve or disapprove a policy to offer universal free breakfast at all elementary, middle, and high schools with 80% or more students eligible for free or reduced price meals after hearing public testimony at two or more regular board meetings. This is the second of two opportunities for the board to receive public testimony on this issue.
Qualifying schools are: Alta Vista, Emma E. Booker, Gocio, Tuttle, Wilkinson, Booker Middle, Triad North, Triad South, Suncoast School for Innovative Studies (SSIS), and SSIS Middle.
A vote of the policy will be held following the board receiving testimony a second time.
Recommendation That the Public Hearing on Universal Free Breakfast Program be opened.

29. POLICY ON UNIVERSAL FREE BREAKFAST PROGRAMDescription
Florida Statute 595.405(4), requires District School Boards to approve or disapprove a policy, after receiving public testimony concerning the proposed policy at two or more regular meetings, which makes universal-free school breakfast meals available to all students in each elementary, middle and high school in which 80 percent or more of the students are eligible for free or reduced-price meals.
Universal Free Breakfast is being recommended for the following 10 schools with Free & Reduced eligibility exceeding 80% and over:
Alta Vista, Emma E. Booker, Gocio, Tuttle, Wilkinson, Booker Middle, Triad North, Triad South, Suncoast School for Innovative Studies (SSIS), and SSIS Middle.
Recommendation That the School Board of Sarasota County approve the policy that would offer universal free breakfast at all elementary, middle, and high schools with 80% or more students eligible for free or reduced-price meals.
